The new 5 year limits on learners and restricted licences are causing an unexpected side effect in some smaller towns, this article says. It tells the story of Nelsonite Maryanne Schruer, among others, who is facing a one-month wait to sit her test, because so many people are booking to sit theirs at the same time. This is driven in part, by those people who have held their learners or restricted licences for years, and now want to hurry to get to the next stage before theirs expire.
